Interested applicants should apply TODAY!DEFINITIONUnder general supervision, a Police Services Officer performs a variety of comprehensive non-sworn activities in support of the Police Department, including patrol, investigations, and completion of police reports on a wide variety of law enforcement programs, projects, and services; responds to public requests; and performs related work as required.

Provides comprehensive non-sworn staff support to the Police Department on a wide variety of programs, projects, and services.
Provides services to the public regarding traffic accidents, crime reports, or related services at a public counter and over the telephone; determines the nature of the contact; provides general information regarding department policies, procedures, and regulations, including responding to complaints, requests for information, and requests for service in person and by telephone.
Performs crime scene investigation including searching for, identifying, collecting, preserving, and booking evidence into property; interviews victims, witnesses, suspects, and references to obtain details, admission, and leads.
Responds to non-injury or minor injury traffic collisions, obtains statements from involved parties, and completes standard police reports for review by sworn officers; provides traffic control; provides for the towing and storage of vehicles as necessary.
Takes information from the public regarding criminal activity, such as thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors.
Enforces parking ordinances, writes parking citations.
Enforces and ensures compliance with a variety of Federal, State, and local laws, codes, and regulations related to nuisance abatement; writes warnings and citations as necessary; schedules follow-up inspections.
Prepares and processes a variety of reports and records and follows established formats, distributes to the proper individual or agency, files reports, and maintains automated or manual logs of departmental actions.
Maintains accurate departmental and law enforcement records and files; researches and compiles information from such files.
Interprets Federal, State and local legislation, policies, laws, codes, and regulations; researches, analyzes, and coordinates their application to the City's operations.
Participates on a variety of interdisciplinary meetings and represents the City to the community and other organizations.
Communicates orally, in writing, or through reports with colleagues, managers, the public, organized employee groups, and representatives of various organizations.
Testifies in court as necessary.
Performs additional duties as needed in the absence of assigned police support personnel.
Performs other duties as required.
When Assigned to the Records DivisionIn addition to the duties listed above, Police Services Officers assigned to the Records Division will be responsible for the following duties:
Management of digital evidence collected through the in-car and body-worn camera program.
Processing daily requests pursuant to discovery requests.
identifying video for proper tagging.
Managing the portal.
Provide troubleshooting assistance and training to personnel.
Maintain monthly audits to ensure compliance with Department Policy.
Responsible for retention and redaction as necessary.
Handle Public Records Act requests related to in-car and body-worn cameras Secure video during critical incidents.
Overall maintenance of the in-car and body-worn camera program.
Typical Qualifications Knowledge of:
Basic functions, principles, and practices of law enforcement agencies, including crime scene investigations and evidence retention practices and regulations.
Police terminology and law enforcement codes.
Applicable Federal, State, and local codes, regulations, and departmental policies, technical processes, and procedures.
Basic arithmetic and statistical techniques.
Business letter writing and the standard format for reports and correspondence.
Modern office practices, methods, and computer equipment and applications related to the work, including graphics, spreadsheets, and database applications.
Record keeping principles and procedures.

Education and
Experience:
Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in public safety support services or a related field.
One (1) year of experience in a clerical or technical position related to law enforcement or criminal justice.
When Assigned to the Records Division:
In addition to the above education and experience requirement, additional knowledge of Public Records Requests and the technical aspects of managing the online portal, equipment, and training is highly desirable.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver License by time of appointment.

Supplemental Information Physical Demands:
Must possess mobility to work in the field and in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle, drive on surface streets, and make crime scene investigations; strength, stamina, and mobility to perform light physical work; vision to read printed materials, a computer screen, and examine evidence; and hearing and speech to communicate in person and over the telephone or radio.
The job involves fieldwork requiring frequent walking uneven terrain and landscapes when performing investigations.
Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate crime scene investigation related tools and equipment.
Positions in this classification bend, stoop, kneel, reach, and climb to perform work and investigate crime scenes.
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
Working Conditions:
This position requires regular and reliable attendance and the employee's physical presence at the workplace.
May be required to work various shifts, including, but not limited to, early mornings, evenings, weekends, and holidays, at a variety of City locations.
Environmental Elements:
Employees work in an office environment with moderate noise levels and controlled temperature conditions; but may occasionally work in the field and be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Disaster Service Worker:
All employees of the City of Orange are designated by both State law and City ordinance to be Disaster Service Workers.
In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers.
Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.

BENEFITS FOR CITY OF ORANGE POLICE ASSOCIATION (NON-SWORN)The City of Orange provides a generous array of benefits to employees in addition to maintaining competitive salaries.
Benefits are prorated for part-time employees working from 20 to 35 hours.
Part-time employees working 19 hours do not qualify for benefits.

Salary Range.
Salary ranges are composed of seven (7) steps, each approximately five percent (5%) apart, with the exception of th final step, which is approximately two percent (2%) apart.
Advancements through the steps are generally made yearly and based on performance.
Retirement Benefits.
Retirement benefits are provided by the California Public Employees' Retirement System (CalPERS), including the City's contribution toward the Fourth Level Survivor's Benefit.
An employee who is a Classic Member of CalPERS or a current member of another California public retirement system who is hired by the City of Orange on or after January 1, 2013, will be enrolled in the CalPERS 2.
7% @ 55 benefit formula with one year final compensation.
Employees contribute 8.
00% of pension reportable salary on a pre-tax basis for this retirement benefit.
Effective January 1, 2013, newly hired non-safety employees who are New CalPERS Members, as defined by the Public Employees' Pension Reform Act of 2013 (PEPRA), will be enrolled in the CalPERS 2% @ age 62 defined benefit plan with three year final compensation in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA).
New Members will be required to pay 6.
00% of pension reportable salary as their full share of their member contribution.
Effective July 1, 2020 the employee contribution amount will increase to 6.
75%.
PORAC Retiree Medical Trust.
Employees pay $50 per pay period towards the PORAC Retiree Medical Trust and after ten (10) years are eligible for partial reimbursement of medical insurance premiums upon retirement.
Cafeteria Benefits Plan.
The City pays $1,895 per month (Family), which can be applied towards medical, dental, or vision insurances, and/or taken as cash under certain criteria.
This amount will increase to $1,970 effective January 1, 2024, $2,045 effective January 1, 2025, and $2,120 effective January 1, 2026.
Medical, Dental and Vision Insurance.
A variety of medical insurance plans are available through the PERS Health Benefits program.
Life Insurance.
The City provides a term life insurance policy of $50,000.
Vacation.
Police employees earn 80 hours of vacation during the first year of service, and an increasing accrual annually up to 220 hours per year after 30 years of service.
The City also provides an annual unused vacation payout plan.
Holidays.
Employees receive 105 hours of holiday accrual each year to be taken as time off or converted to cash.
Sick Leave.
Sick leave is accrued at a rate of 96 hours per year.
Employees are eligible to convert unused sick leave to vacation on an annual basis.
A partial payment (up to 50%) for accumulated unused sick leave is available to City employees who retire from the City.
Other Benefits.
Most employees work a 4/10 alternate work schedule.
An Employee Assistance Program, Tuition Reimbursement (up to $1,250/fiscal year), Trip Reduction Program incentives, optional Deferred Compensation programs and Credit Union membership are a few of the additional benefits provided and/or available to employees.
