Effective June 28, 2024 - 4.
25% increase Effective June 27, 2025 - 4.

POSITION/RECRUITMENT INFORMATION This recruitment is being held to establish an Open Eligible List to a fill vacancy in this class until the next recruitment.
The eligible list established may also be used to fill positions in similar and/or lower classifications.
THE DIVISION The Orange County Sheriff's Department - Technology Division consists of approximately 150 personnel organized in five bureaus that specialize in specific technologies and services, including Operations, 800MHz Radio Communications, Applications, Infrastructure, and Security.
Each section maintains a staff of Managers, Engineers, Technicians, and support staff to provide a high level of operational and technical expertise to various public safety functions including Law Enforcement, Fire Services, Emergency Medical Services, Lifeguard, Park Rangers, Public Works, Local Government, Courts, County and City jails, and Probation facilities.
The Division supports all information technologies for approximately 4,000 Department employees and more than 320 law enforcement applications.
OCSD Technology maintains a closed, wide area data network only accessible by law-enforcement, and has direct connections with more than 50 Orange County law enforcement agencies for information sharing.
The Technology Division's functions include:
application development and support, help desk support, desktop support, body-worn camera, mobile, and MDC support, storage and server support, network and CCTV support, network security operations, and the management of the 800MHz Countywide Coordinated Communications System.

THE OPPORTUNITY Orange County Sheriff's Department is seeking to hire an IT Network Engineer II who is self-motivated, capable of multitasking and functions well within a team environment.
Under general supervision, the successful candidate will:
Serve as an administrator for a complex LAN and WAN; researches and identifies network environment requirements and specifications; determines integration requirements to ensure inter-operability across multiple platforms and technologies Determines and implements hardware/software configurations including wireless equipment, switches, routers, cabling, and peripherals; installs and configures hardware, software and internet connections; maintains network and data security by implementing administrative and technical safeguards as necessary; plans and leads network upgrades; tests hardware and software to ensure optimal functionality Researches and obtains new and upgraded network-related hardware and software from vendors; oversees and directs the installation and testing of critical upgrades and patches; ensures that the network functions in a manner to support smooth integration, transition and efficiency Prepares technical documentation and procedural manuals including detailed project plans, network diagrams, circuit schematics and user training materials; ensures that all related documentation is current Monitors server/network traffic, performance and security using a variety of evaluation tools; analyzes traffic patterns; checks server logs to detect intruders; writes scripts to support network monitoring and server administration tasks.
Identifies and resolves network security issues; provides recommendations to improve network performance and security Can serve as the project lead over network-related projects, requiring the support of multiple staff, monitors vendor performance to ensure compliance with County standards and specifications; interfaces with clients to define project scope and review project activities, recommendations and outcomes; coordinates the use of project resources based on project specifications; designs and implements project testing and quality assurance processes Researches and responds to user complaints regarding network functionality; investigates, analyzes and resolves a wide variety of network-related problems; troubleshoots network failures and telecommunication problems and re-establishes connectivity to ensure business continuity Performs critical network configuration backup, network database backup, and network system recovery; stays up to date on security issues such as threats, vulnerabilities, technology and vendors Prepares reports, correspondence and other documents; participates on committees and task forces; attends meetings, conferences and training sessions Performs other related duties as assigned DESIRABLE QUALIFICATIONS The ideal candidate will possess a bachelor's degree in a related computer field; a valid Cisco Certified network Associate (CCNA) certification; be able to troubleshoot.
In addition, possess extensive work experience in the following:
Experience in a Public Safety Agency such as Police, Fire or Office of Emergency Management In-depth knowledge of LAN/WAN communications, network hardware's such as Cisco routers, Ethernet switches, bridges, gateways and firewall Design, configure and implement end-to-end Cisco networks using best practices Administer Cisco networks as well as related network systems and software, including design, installation, configuration, support, optimization and administration of associated department network infrastructure and applications Resolve end-to-end systems and network issues Resolve end-user 2nd and 3rd tier support for department and enterprise-wide network systems and applications, coordinate with vendors as necessary to identify issues & determine proper resolution Coordinate and manage Cisco installations, migrations and troubleshooting Document successful implementation techniques Coordinate and administer large complex information technology projects Gather and evaluate information in order to reason logically, draw valid conclusions, take appropriate actions and/or make appropriate recommendations Configure, test, maintain, troubleshoot, and repair complex data, voice and video network equipment Troubleshoot a variety of technical network systems hardware and software problems, identify and recommend alternative technical solutions, and respond appropriately to user requests Plan and evaluate new network systems and equipment Plan, organize, prioritize and process work to ensure that deadlines are met Adapt quickly to changes in policies, procedures, assignments and work locations Communicate effectively both in orally and in writing for technical and non-technical audiences MINIMUM QUALIFICATIONS Two years of experience that is comparable to a County of Orange IT Network Engineer I.
College level education or training directly related to the competencies and attributes required of the position may be substituted for up to one year of the required experience at the rate of three semester units of the equivalent, equaling one month of experience and one hour of training equaling one hour of experience.
